Donald B. Moulds

Donald B. Moulds was sworn-in as the Principal Deputy Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services on June 29, 2009. He is currently serving as the Acting Assistant Secretary.

Prior to becoming Principal Deputy Assistant Secretary, Mr. Moulds served as Vice President for the California Medical Association's Center for Medical and Regulatory Policy. In that capacity, he oversaw the development of the association's health policy initiatives, guided its positions on state legislation, and oversaw all of its state regulatory work.

From 2004 through 2007, Mr. Moulds was the director of the Senate Office of Research, the bipartisan research arm of the California State Senate. There he was responsible for developing the Senate's research agenda on everything from health care to water policy, overseeing the Senate's policy-related publications, and managing the Senate's relations with the federal government. From 1998 though 2004 Mr. Moulds served as Principal Consultant to Senate President Pro Tempore, John Burton and was the lead staffer in the Senate on numerous issues, including insurance, health system reform, and select labor issues.

Mr. Moulds has served on numerous boards and commissions, including the State Compensation Insurance Fund Board, the Advisory Board of the California Health Policy Research Council, the Advisory Board of the Sacramento Campus of the University of Southern California, the Advisory Committee of the Workers Compensation Research Institute, the Steering Committee of the University of California's Policy Research Center, and the State of California Health Insurance Portability and Accountability Act Implementation Advisory Board.

Mr. Moulds holds a BA degree from Bates College and M.A. and Ph.D. degrees in philosophy from the University of Illinois. He has taught philosophy and ethics courses at the University of Illinois, Harvard University, and California State University, Sacramento.
