M. Yvonne Evans was assigned as the Chief of the U. S. Immigration and Customs Enforcement (ICE), Detention and Removal Operations (DRO) Juvenile and Family Residential Management Unit within the Department of Homeland Security on April 1, 2007. As such, Mrs. Evans is specifically dedicated to the management of issues and challenges posed by unaccompanied alien minors and alien family detention.
Prior to this assignment, Mrs. Evans was the Chief of the ICE/DRO Alternatives to Detention Unit. In this role she explored ways to provide ICE DRO with cost effective alternatives to secure detention to improve appearance rates for aliens in removal proceedings and with compliance with final removal orders to restore integrity to the nation's immigration system.
Prior to that, Mrs. Evans held the position of Chief of the DRO Detention Standards Compliance Unit under the Detention Management Division. The Unit was charged with developing and prescribing policies, standards, and procedures for ICE detention operations and to ensure detention facilities are operated in a safe, secure and humane condition for both detainees and staff.
Before her arrival at Headquarters in December 2001, Mrs. Evans held various positions with the Legacy Immigration and Naturalization Service since 1977. She began her law enforcement career with the United States Border Patrol as a Border Patrol Agent in 1984 and was assigned to the Kingsville, Texas and San Clemente, California USBP stations. She returned to the El Paso District and served as an Immigration Inspector at the various ports within the district.
Mrs. Evans joined Detention and Removal Operations in 1990, and held positions as a Deportation Officer, a Supervisory Deportation and Detention Officer, and as Assistant Officer In Charge of the El Paso Service Processing Center. In this position, she was responsible for the management and administration of a facility that detained over 800 INS detainees, employed 130 federal employees and approximately 240 contract personnel. Mrs. Evans brings a wealth of experience in immigration enforcement matters.
